MINUTES OF MEETING HELD ON MONDAY 19TH JULY 2010 IN CULBOKIE PRIMARY SCHOOL.

PRESENT: Roger Piercy (Chair), Sally Falconer, Joan More, Moira Grieve, Colin Craig, Carlton Rocke, Bruce Morrison, Les Robinson and one visitor.

APOLOGIES: Councillors Isobel MacCallum and David Alston, Hamish MacCulloch.

ADOPTION OF MINUTES: Minutes of meeting held on 21st June 2010 were read and with clarification that Findon Hall Management Committee agreed to have one contractor working on site. The minutes were approved by Les Robinson seconded by Colin Craig.

CORRESPONDENCE : Listed correspondence was read and distributed.

Received after distribution:-

Transition Black Isle - Grow North Project: Flyers to be distributed.

MSP's: Better Broadband Issues.

NHS: Team Update

Findon Hall Management Committee: Account for use of hall - Community Market.

Ferintosh Hall Management Committee: Account for use of hall - FEG.

SEPA: Re-arrange date, due to holidays, with Mr Dafyd Jones and Dr. Jim Mackay to attend Community Council meeting.

FEG: Minutes of June meeting were read and distributed.

OUTSTANDING BUSINESS:

1. Ward 9 & 10 Meetings: Nothing further to discuss.

2. Re-Surfacing & Extension of Culbokie Post Office Car Park: Face of wall crumbling even more - photographs taken and sent to Bryan Stout and Diane Agnew - Highland Councillors very keen to pursue this.

3. Constitution and CC Model Standing Order: Acknowledgement of submission received.

4. Bus Shelter at Culbokie Post Office: This matter is ongoing.

5. Flashing Speed Limit Sign Culbokie: Letter expected at the end of this week re payment of Scottish Community Fund Grant - if this application is unsuccessful then a new application can be submitted immediately.

6. Safe Routes for Schools: This item to be removed from the list.

7. Culbokie Recycling Point - Forestry Car Park: Nothing further to report - Roger will contact Tommy Brown at Football Club.

8. Norwood Homes Planning Application: There is nothing to report at this time.

9. Cairn Housing (West) & Moray Developments submission for East of Schoolcroft: Discussions on this item regarding access for local residents, however, progress is being made.

10. Development of Seaview Croft (Stoneybank): Nothing further at this time.

11. Cairn Housing (East) Development of Old School building: Nothing to report at this time. Les spoken to Sally Morton regarding neighbour notification.

12. Second £1000 donation from Ward 9: Grant not received to date.

13. Culbokie Shop Noticeboard: Work is now complete - material used as recommended by Highland Council - awaiting invoice.

14. Fairburn Wind Farm Benefit Fund Distribution: It is anticipated that notification of distribution of funds will be received in time for the next meeting.

15. The Highland Development Plan Scheme 2010: Progress report received and distributed also available on web site.

16. Residential Caravans - Re-submission of House Application : Nothing further to report.

17. Four House at Highfield Park : Dates regarding meeting with SEPA and Planners discussed under correspondence on Agenda.

18. Single House on Glebe land above Leanaig Cross Roads : This item to be removed from list.

19. Holiday Letting House, Eight Acres, Culbokie : There is nothing further to report at this time.

20. Cairn Housing (East) : There is nothing to report at this time.

AOCB :

Land Outside School - Ferindonald : The question of grass cutting was raised and it was felt that there was a need to speak to Ian Hay regarding this.; Discussions regarding insufficient attention was not being given to grass cutting, verges etc and whether Culbokie was losing out with regard to this also that an investigation be made into what was agreed for restoration after the school was built. There was also a discussion on how this could become a community project or an application for funding of such work.

ARCH - History of Area : Roger informed the meeting that a report has now been published although there was some concern regarding the inaccuracies of speaker's quotes. There is an Arch web site and Roger has copies of all the maps.

Bruce Morrison discussed with the meeting his thoughts and ideas for people, on a voluntary basis, helping those within the community who may need help with a variety of issues. He wonders whether there is a need and whether volunteers would be found to take part. There followed discussions regarding care in the community, care of the elderly and respite for carers. Bruce will speak to various voluntary groups in the community and look at other groups. Bruce will come back to the meeting at a later date when he has made more enquiries.

A9-B9169 through Easter Kinkell : Colin brought this subject to the notice of the meeting having observed a Highland Council truck, heavy vehicle travelling on what is a limited weight road. It was decided to put this subject on the Outstanding Business list.

PLANNING MATTERS : Planning application regarding access road to East of Kinkell Hall to give access to future plots has been received. It is noted that these plots would be outwith the village envelope. Discussions took place regarding this application and it was agreed that it is contrary to the Local Plan - no infrastructure. Colin will write stating the objection.

There is nothing further on the Balnabeen application.

Development South of Glascairn Road : Exhibition in Findon Hall : Roger read letter received from Graham & Sibald regarding this. It was decided to await normal process of documents coming through.
