June 2010 minutesMINUTES OF MEETING HELD ON MONDAY 21ST JUNE 2010 IN CULBOKIE PRIMARY SCHOOL. PRESENT: Roger Piercy (Chair), Hamish MacCulloch (Vice Chair), Sally Falconer, Moira Grieve, Colin Craig, Les Robinson, Bruce Morrison, Councillor Isobel MacCallum and one visitor. APOLOGIES: Joan More, Carlton Rocke and Councillor David Alston. ADOPTION OF MINUTES: The minutes of meeting held on May 17th 2010 were read and approved by Sally Falconer seconded by Hamish MacCulloch. CORRESPONDENCE: Items received were read and distributed accordingly. FEG: There was no verbal report available, however attached minutes of meeting held on 9th June. OUTSTANDING BUSINESS.: 1. Ward 9 & 10 Meetings. 2. Resurfacing and Extension of Culbokie Post Office Car Park. There is nothing further to report on above 2 items (1 & 2). 3. Constitution & CC Model Standing Orders : Roger stated the Community Council is happy with the submission be made on its behalf and happy to accept 8 councillors. 4. Bus Shelter at Culbokie Post Office : Les is looking into designs. 5. Flashing Speed Limit Sign Culbokie. 6. Safe Routes for School. There is nothing further to report on the above 2 items at this time (5 & 6). 7. Culbokie Recycling Point - Forestry Car Park. A site meeting with June Ross to be organised by Roger. Les reported to the meeting that the Football Club was looking to upgrade the car park and to extend into the football field to create more parking spaces. If gravel can be organised they would be willing to compact it. This information to be included as part of discussions with June Ross. 8. Norwood Homes Planning Application : There has been no change with regard to this item. 9. Cairn Housing (West) & Moray Developments Submission for East of Schoolcroft : Work on access from the main road to the site has now commenced. No application has been made for road closure and traffic already has to find an alternative route. Twelve of the sites are self build. 10. Development of Seaview Croft (Stoneybank) : The refusal has been removed but the new house has to be moved closer to the old one as there would be an unfair advantage to have house and shed far apart. 11. Cairn Housing (East) Development of Old School Building : It appears that Church of Scotland is on the verge of a deal with regard to this site. 12. Second Donation of £1000 from Ward 9 : The money is now available and signed off. Application Form submitted and it is expected that the money will be received in the near future. 13. Culbokie Shop Noticeboard : Replacement of damaged glass with "plastic" is in hand. Roger has replaced the original locks with a padlock. 14. Fairburn Wind Farm Benefit Fund : Only one potential applicant received to date. 15. The Highland Development Plan Scheme 2010 : This is out to consultation. 16. Residential Caravans - Leanaig : An appeal has been lodged against Highland Council's decision on the grounds of outwith Local Plan and the weak justifications of need put forward. If planning is granted on the basis of need then a Secion75 is requested. 17. Four Housed at Highfield Park : Roger will request that a representative of SEPA and Highland Council attend next Community Council meeting to raise many issues which have been raised. 18. Single House on Glebe land above Leanaig X Roads. 19. Holiday Letting House, Eight Acres, Culbokie. 20. Cairn Housing (East) Application. There is nothing to report on the above three items at this time and they are still pending in the system (18, 19 and 20). AOCB: Email from Diane Agnew which contains all polling places throughout the Highlands. It would appear that Corntown now have to come to Culbokie instead of Conon. Disabled Ramp at Findon Hall: Les Robinson stated that the ramp was brought forward to be in time for the elections and that due to this a small contribution would be appreciated. Roger also stated that the ramp was also an issue with Community Market arrivals and that everyone was pleased to see it in place. Community Market: This was successful and the takings covered its expenses. Libraries & Museums: It was suggested that individuals send in their own comments regarding cuts - Roger will send Moira's electronically. Discussions regarding budget cuts took place and with several suggestions it was agreed that they would have to be made. Bruce asked procedure regarding tree planting screening from Balnatua development and grass cutting in front of the school. It is understood that this work is contracted out. NHS Consultation: Discussions regarding Care in the Community but this is now in doubt with the impending cuts to take place. Findon Hall Biomass Heating System ; Les informed the meeting that this is now well on and that there is only one contractor on site. He also stated that agreement has been reached with the Developer to assist with the extension to the Hall (£17,000). The Hall Committee is trying to reduce costs and Les asked whether it would be in order to put the planning application for the extension through the Community Council. It was brought to the notice of the Community Council that the dust bin has disappeared from Duncanston Lay by. There were discussions regarding the need for it to be returned during the tourist season as it is thought that this would reduce the dumping of waste. Ferintosh Hall: Discussions regarding lack of notification to traffic - Moss End Road, Alcaig - when the 20 mph zone for schools light is on. Enquiries to be made whether the 7 houses affected were adopted when these lights were installed. PLANNING MATTERS: There were no applications to discuss. The matter of applications not on line when it had been stated that they were was raised. There will be an exhibition regarding application for land South of Glascairn in July at Findon Hall. |
