MINUTES OF MEETING HELD ON MONDAY 19TH APRIL 2010 IN CULBOKIE PRIMARY SCHOOL.

PRESENT: Roger Piercy (Chair), Hamish MacCulloch (Vice-Chair), Moira Grieve, Joan More, Sally Falconer, Colin Craig, Les Robinson, Bruce Morrison, Councillors Isobel MacCallum and Bill Barclay. 3 Visitors.

APOLOGIES: Councillor David Alston, Carlton Rocke, Mike MacMillan.

ADOPTION OF MINUTES: The minutes of meeting held on Monday 19th March 2010 were read and approved by Colin Craig seconded by Sally Falconer.

CORRESPONDENCE:

Grants Programme: Alteration shown and distributed. Roger stated that the time scale was too tight, although, none of the alterations were of concern to the community council.

NHS: Changing Community Care : Consultation documents. The secretary to obtain extra copies to be distributed.

Review of Community Councils : Ferintosh Community Council has already decided to leave the "Status Quo" re boundary. Several changes have been made as pointed out in the notification and budget brief.

Community Council Review of Model Constitution & Standing Orders have been sent.

Rangers Guide Walks and Events.

Email from Diane Agnew re Budget questions.

FEGR : Charges will be made by the Highland Council for walks. The bird ringing event in Culbokie was very successful. Sheila and Graham have offered to distribute notices. It is planned to take children to see dolphins a talk will take place before and after this event.

Thanks were expressed for contributions to projects also for the payments to Ferintosh Hall in which meetings are held. Thanks also to Leslie Robb.

Martin Hind is planning a trip to find fossil beds in Eathie sometime in May/June. Wildlife rangers are also planning one or two things for children. These events will be publicised when they are due to come up.

OUTSTANDING BUSINESS:

Ward 9 & 10 Meetings: The next meeting which is in abeyance due to elections etc. will be held in Culbokie.

Resurfacing of Culbokie Post Office Car Park & Extension of Culbokie Post Office Car Park: If Councillor MacCallum can confirm what Bryan Stout is referring to it would be good to do all the work at the same time. It was also pointed out that stones were falling away from the existing wall and deemed to be dangerous.

Constitution & Community Council Model Standing Orders: Mike MacMillan has been dealing with this and Roger has made sure that he can get help when required from Highland Council, Di Agnew and Liz Cowie. Moira and Joan would like copies. Roger explained to Barry Morrison the reason to regulate the constitution. Mike will come to the May meeting to discuss it with the community Council. There is a list of all community councils showing population. It was thought that representation for Mulbuie and Easter Kinkell might be something to put into the constitution. This item to be on May meeting Agenda.

Survey on Older People's Facilities : Information to be obtained from Joy Winnick.

Bus Shelter at Culbokie Post Office : Roger sent an email to Neil Young justifying the need. He replied saying he might be able to commit to next year, and quoted ?450 per shelter and wondered if community council would be inclined to bid for money.

Les Robinson pointed out that it would be good to fi9nd project led funding for some of the projects the community council are talking about i.e. getting additional funding for some of the projects to bring them forward.

Flashing Speed Limit Signs - Culbokie: Les informed the meeting that the intention was to go along the original route for funding. The treasurer to provide audited accounts as soon as they are received from the accountant.

There is nothing more to report with regard to the above four items at this time.

Bus Problems Culbokie to Dingwall and Inverness : Correspondence from secretary and emails from Roger have been sent to bus company. Ward Managers are also involved along with Transport Forum.

It was reported by a resident that there was nearly one hour wait for the Inverness bus and that a Dingwall bus came ten minutes late. When this information was given to Ivor Souter it was asked that information and details of buses be given. Councillor MacCallum stated that there were good contacts and it would be useful to have bus numbers etc when making contact.

Culbokie Shop Noticeboard : Roger reported that some progress made towards replacing glass, our

insurance excess is ?250 so we will need to fund this ourselves. Roger contacted company who supplied glass and it looks easy to replace. It is now hoped that further progress on this can be made. Colin suggested using polycarbonate to make the windows safer.

Residential Caravans - Leanaig : Councillor MacCallum reported that councillors and planning officers were monitoring this closely.

Four Houses at Highfield Park : There is no outcome to date. SEPA have a view on the drainage in that area.

Single House on Glebe land above Leanaig Crossroads.

Holiday Letting House - Eight Acres, Culbokie.

Cairn Housing East.

There is nothing more to report regarding the above three items (15 - 17 incl.).

AOCB : Resolis community are doing a litter pick - meet at Findon Hall on Saturday 24th April.

Update Balnatua Amenity Area : The owners will decide in 10 days time. Peter Roy is winding up and there is now a dispute as to who will be maintaining the area. The owners are taking advice on this and several other matters, they are having full guidance from Highland Council on what they can or cannot do.

It will be sorted out and the community council be kept informed.

One of the visitors to the meeting who is new to the area brought up the subject of lack of bus services and enquired whether only one bus per day to Inverness and one every other day to Dingwall is correct, as the time table is notoriously difficult to understand.

Discussions took place regarding the confusion caused by the time tables and the lack of printed return services, which should be displayed. It was agreed that a regular service to Dingwall is really a necessity .

Councillor Barclay stated that a new bus time table was coming out in May.

Councillor MacCallum gave information regarding "Dial-a-Bus".

Roger will email Mr Souter regarding bus time tables.

PLANNING MATTERS : Moira reported that there were no matters to be discussed at this time.
