MINUTES OF MEETING HELD ON MONDAY 16TH JULY 2007 IN CULBOKIE PRIMARY SCHOOL.

PRESENT : Roger Piercy (Chair), Moira Grieve, Joan More, Hamish MacCulloch, Margaret Currie, Sally Falconer, Joy Winnick, Sheila Maher, Shirley-Ann Stevenson, Cllrs. Billy Barclay and David Alston.

APOLOGIES : David Scott, Colin Craig.

MINUTES : Minutes of meeting held on 18th June 2007 were read and approved by Hamish MacCulloch seconded by Sally Falconer.

MATTERS ARISING : Bollard Markings. Cllr. Angela Maclean has received notification regarding this matter, stating that the markings will be changed when the men are next in the area. Edwin is hopeful that this work will be carried out in the next few weeks.
Ferintosh Hall Signs : Acknowledgement received to Community Council’s request for signs to be erected on main road directing people to the hall.
Culbokie School Trophy : Hamish MacCulloch reported back to the meeting that the cost would be approx £100 with the trophy being not higher than 13/14” It is thought that there would be a band around the bottom of the trophy on which the winner out of the three houses would be engraved. The meeting agreed that the trophy would be named “Community Council Cup”. Hamish will finalise all of the above. The Community Council expressed its thanks to Hamish for his efficient processing of this matter.
Black Isle Ward Forum : Forward dates and possible venues for the meetings have been received from Diane Agnew. The next meeting will be held on 30th August 2007 in Culbokie Primary School 6 pm to 8 pm. At the Forum meeting held on 11th June it was agreed that the first Forum meeting would focus on Public Transport and Transport issues.
The Community Council agreed that the two representatives of Ferintosh Community Council would be selected at the next meeting (20th August), also Agenda items to be put forward.
Councillor Alston informed the meeting that the issue of ward boundaries would be brought up within the next six months, also whether in this case whether the Community Council boundaries would change. It was thought that something may come back formally so that people are made aware of this issue. Councillor Alston did not think that Community Councils would be reduced on the Black Isle. It was noted by the meeting that Ferintosh Community Council was possibly a candidate for being split as the minutes react time after time about Culbokie as opposed to the less populated area of this Community Council. Councillor Alston was asked where the initiative would come from to split from Culbokie and he replied that it would have to come from the community.

CULBOKIE VILLAGE SIGNS : There will be no progress on this until next term. However, the item will continue to be brought forward on future Agendas to maintain a high profile of this matter.

CULBOKIE OLD PRIMARY SCHOOL : Once again many discussions took place regarding the uses which would benefit the community as a whole. emails received from Cllrs. Isobel MacCallum and Angela Maclean on this subject were circulated.
Several suggestions were put forward at the meeting e.g. special needs play scheme, Church, Culbokie community elderly lunch club, At the end of some very long discussions it was agreed to try and organize a public meeting – to try and discuss with Colin Craig dates convenient to him. Roger will take on the sorting out of a date for this meeting. Perhaps 2 – 3 people could get to-gether to organize leaflets, school bag drops, to draft an Agenda and to discuss which officials to invite.

MOUNT EAGLE DEVELOPMENT : David Scott reported in an email on his recent discussions with Dorothy Stott (Planning and Stephen Grant (TECS).
“ Dorothy advised that Phase 11 of the development would not be considered until Phase 1 is complete and that may be some time going on the progress to date ! She also indicated that a meeting with Norman Innes, nearly 4 weeks ago, he advised that he would be submitting new plans for Phase 11 she has not received any to date.

Stephen advised that Norman Innes had been called to a meeting with TECS to discuss the finishing of Mount Eagle Drive and the road condition. Some time back Brian Lowe had given Norwood Homes an extension (60 days) to complete works (which is due to run out in the following week), failure to comply would result in the Council calling in the bond. Stephen has agreed to advise me on the outcome of his meeting with Norwood”.

Joy Winnick reported on discussions regarding the Transformer on site, she is going to be sent an information pack relating to this matter. It would seem that a decision will be taken by the Hydro Board and the Developer.

Joy also brought to the notice of the Community Council the problem of a grass verge when coming onto main road side from Mount Eagle Drive. It is felt that it is not a safe way for people walking along this side of the road, therefore a letter should be written to TECS asking that paving slabs be put down to enable people to walk safely.

GREEN GYM : Roger Piercy received an email from Ebony Reid who is the Green Gym coordinator for the Black Isle Area of British Trust Conservation Volunteers. Green Gym organizes volunteers to carry out projects which are also seen as a health initiative, and asks whether Ferintosh Community Council know of any projects which would benefit from the work done by the Green Gym. This to be carried forward to next meeting to give people an opportunity to bring forward any ideas they may have.

ENVIRONMENTAL PROJECT : A children’s walk took place on Monach More and was very successful. 14 people took part and a bee expert attended along with Graham Sullivan who was able to talk about the plants encountered. Martin Hind also attended. Everyone agreed that the walk was very interesting and Sheila and Graham were thanked for organizing the event.

PLANNING MATTERS : Planning application for Glas Cairn has be postponed. Planning application received for two single-storey houses on land not allocated for building North of Ferintosh Hall – Easter Kinkell. Colin Craig is going to answer on behalf of Ferintosh Community Council as it is outwith Local Plan.
Cllr. Bill Barclay informed the meeting that Brian MacKenzie intended to look at the Culbokie zones and take an overview of the developments planned. He suggested that the Community Council might think about inviting him to one of its meetings.

AOCB : Updates on the Noticeboard in Culbokie carried forward to next meeting.
It was agreed that as the monthly meetings now had such busy Agendas that the meeting should commence at 7 pm and not 7.30pm. This to commence on the 20th August meeting.
