MINUTES OF MEETING HELD ON MONDAY 18TH JUNE 2007 IN CULBOKIE PRIMARY SCHOOL.
PRESENT: Roger Piercy (Chair), Sheila Maher, Joan More, Hamish MacCulloch, Margaret Currie, Moira Grieve, Sally Falconer, Joy Winnick, David Scott, Cllrs. David Alston and Isobel MacCallum.
WELCOME: The Chair welcomed the four members of the public who were in attendance.
APOLOGIES: Colin Craig.
MINUTES: Minutes of meeting held on 21st May 2007 were read and approved by Sally Falconer seconded by Moira Grieve.
MATTERS ARISING: School Trophy: It was agreed with Hamish MacCulloch that he would report back to the next meeting on style (including how and where names should be recorded on the trophy) and costs.
Forestry: No reply to date on letter sent regarding dog fouling on paths in Culbokie Wood.
Transerv: No reply to date regarding enquiry on bollards.
Mount Eagle Development: David Scott reported that the construction waste on this site appears to be buried but not sure where it has gone. SEPA are checking Transfer Notes. It is noted that future development is on hold until existing conditions have been met. It is reported that the transformer which is placed directly behind a house on the development is temporary and that another location must be found on next development.
CULBOKIE VILLAGE SIGNS: A competition will take place next term for the design of signs for Culbokie Village. Margaret Currie reported that she had obtained three quotes for the sign : (1) £297.oo ex. VAT, (2) £175.00, (3) £152,00 these quotes are for one sign.
CULBOKIE OLD PRIMARY SCHOOL: The secretary has written to John Ritchie, Education Department, Dingwall expressing views of Ferintosh Community Council on the future of the school building/site. A copy of this letter was also sent to Katherine MacKintosh in answer to circulated email from Headquarters regarding “Surplus Black Isle Schools”. Concern was expressed that John Ritchie had not acknowledged receipt of this letter and instructed the secretary to write and ask for his acknowledgment. The four members of the public who were in attendance expressed their concerns regarding the future of the building/site and asked that they may have the time and opportunity to form an Action Group to canvas Culbokie in order to arrange a community consultation. Time would be needed to find out values and how to obtain funding etc. The secretary instructed to write to Hugh Fraser along these lines.
ENVIRONMENTAL PROJECT: Monthly meetings are being held to discuss how this project is going forward and the need to keep things moving along. The Group is distributing leaflets with details of two events to be held during the school holidays, it emphasized that there was a need to keep publicizing the Project by way of press releases, school drops etc. Sheila Maher was invited to give a presentation of the Bird Survey project at a conference organized by SNH, as it had been chosen to be used as an example of good practices and will become available to other communities.
AOCB: It was brought to the notice of the community council the lack of directional signs at Leanaig Cross Roads and Duncanston to Ferintosh Hall. Several events take place at the hall and visitors attending are at a loss which direction to take. The secretary instructed to contact TEC Services on this matter.
Planning Department have not to date come back with comments regarding lack of road names being displayed in Culbokie this matter to be pursued.
Moira Grieve and Joan More reported that they had heard through other sources that there was to be a Black Isle Ward(10) Pre Ward Forum Meeting on 11th June, with the result they were able to represent Ferintosh Community Council. Copy of Agenda and accompanying notes circulated. Councillor Alston informed the meeting that the Forum will make a difference and that anything that cannot be resolved at Community Council level can be brought to the Forum. The secretary will contact Diane Agnew on this matter so that the community council may receive advance notice of forthcoming meetings in time to confirm who will be attending meetings on behalf of Ferintosh Community Council.
Several discussions took place regarding advertising activities of Ferintosh Community Council also minutes and date of monthly meetings. The community council stated that it does advertise in outlets available i.e. post offices, Ross-shire Journal. However, discussions then took place regarding the possibility of having a notice board on outside of Culbokie Post Office building. Roger Piercy will obtain further details and report back to the meeting.
PLANNING MATTERS: Hearing for houses at Glas Cairn is due to be held on 26th June, it will not involve a site visit as there are no site issues, but the phasing of the plan and what is appropriate. Moira Grieve and Joan More will attend hearing. A planning application has been submitted for the erection of a triple garage with accommodation above at Fowlers Wood. After discussion it was agreed that Moira Grieve would record an objection “outwith Local Plan”.
