MINUTES OF MEETING HELD ON MONDAY 16TH APRIL 2007 IN CULBOKIE PRIMARY SCHOOL.

PRESENT: Colin Craig, Roger Piercy, Moira Grieve, Sally Falconer, Joan More, Sheila Maher, Margaret Currie, Cllrs. D. Chisholm, Isobel McCallum and Angela Maclean.           
7 members of the public.

WELCOME: The Chair welcomed all visitors to the meeting.

APOLOGIES: No apologies.

MINUTES: The minutes of meeting held on 19th March 2007 were read and approved by Roger Piercy seconded by Joan More.

MATTERS ARISING: Culbokie Bus shelter has now been repaired.
James Shannon – Environment Protection Officer met with Mr Norman Innes, Norwood Homes, Mount Eagle Site to discuss complaints regarding storage of construction waste at the site.  As a result of the meeting Mr Innes agreed to clear the site by 1st May 2007.  Colin Craig pointed out to the meeting that this was a duty of care issue.

ENVIRONMENTAL PROJECT: Sheila Maher brought to the meeting posters advertising the forthcoming event, regarding this project, to be held on 12th May 2007 at Ferintosh Hall.  Copies will be sent to everyone who took part in the Bird Survey Project, 150 black and white copies will be produced and go into school bag drops – further copies will be taken away and distributed by the Community Council.  A press release regarding the meeting will be sent to Ross-shire Journal. Roger Piercy has invited approximately 20 organisations.  The Steering Group will go ahead and organise a meeting on Tuesday 24th April 2007.

AOCB: Concern was expressed by visitors and the Community Council with regard to lack of road names in Culbokie.   A letter to be written to Planning Department voicing the concerns especially in the event of Emergency Services being called the lack of named roads could cause some delay in reach their destination.
The disappointing shift of Polling Stations in the area was expressed and also the lack of thought which went into how people who would have to use Public Transport would get to the Polling Stations, considering the poor Public Transport system which is in place.    A large number of people complained about this matter and the Community Council agreed that representations should be made after the election.
It was brought to the notice of the Community Council that consideration was being given to taking away the 3-ton limit on B9169.  This leads to the Community Council’s concerns regarding any thoughts of removing 3-ton limit – Drynie Park, Leanaig to A9 at Duncanston.  The secretary to contact TEC Services on this matter.
The secretary to get in touch with Stagecoach requesting time table for number 22 bus outward and return journeys – Inverness/Culbokie.

PLANNING MATTERS: At this point Councillors who were attending left the meeting.
Outline planning request for House and Garage by Mr & Mrs K. MacLennan, Easter Kinkell has been withdrawn.
Outline planning request for Housing Development at Glascairn Road, Culbokie.  This item has been deferred until more information has been circulated.
There followed discussions regarding Outline Planning and Detailed Planning.
Mr & Mrs MacRae, 120 Newton Ferintosh – Planning permission applied for House and Garage – this application is to go to Committee in the meantime until further information is received from planning the Community Council will object as it is contrary to the Local Plan.
San Francisco Music Box have applied to change the coffee shop to a workshop and to have the occupancy restrictions removed.  It was decided that the Community Council would request the conditions remain in place as there is no change in their circumstances.
